Wìli Department
The Wìli (Takelma word for “house”) Department administers a wide variety of programs and services for Cow Creek Tribal members. Some of the programs are funded by the Tribe and others are funded by grants obtained from other sources. Please remember that some programs may have a limited amount of funding available for each fiscal year.
Because there is limited funding for some programs, it is very important to provide all of the required documentation in a timely manner when you submit your application. If you have any questions while filling out one of the applications, please feel free to contact the Wìli Department, and we will be more than happy to assist you.
To better assist you when applying for programs such as Down Payment and Repair Assistance, please remember to give adequate lead time to the Housing Program. This will allow for the Housing Program to coordinate with outside contractors, attorneys and lending institutions to process all paperwork necessary to assist you the Tribal member in a timely fashion.

permanent home. The Tribal Down Payment Assistance Program is intended to aid eligible
Cow Creek Tribal families with purchasing a home.
Tribal Down Payment Assistance Facts:
- Maximum combined IHBG and Tribal funding amount for 2022: $15,000
- It is required that Tribal families who qualify for IHBG assistance use that funding
source first. - Funding can be used once every five years.
- Complete application must be submitted and approved prior to funding.
- Must meet all the following criteria:
- Enrolled Cow Creek Tribal member
- Must be 18 years of age and older
- Geographical location: United States
- Housing condition must pass minimum Tribal Program Housing Quality
Standards - Must provide copy of homeowner’s insurance
- Must be permanent residence for five years. Payback is prorated if sold prior
to five years. - Must have no outstanding debt to any program or department of the CCBUTI
- Funding will be made by wire or cashier’s check directly to the Title Company.
- Funds cannot be paid directly to a Tribal member unless approved by the Wìli
Director. - Funds may be used for down payment, closing costs, and other reviewed and
approved expenses by Wìli Director. - Travel Trailers, RV’s and Fifth Wheels are not eligible for this program.
- Earnest monies are not an allowable cost with this program and are the responsibility
of the Tribal Member. - After closing, for five years, Tribal member must provide proof of residency by
February 1st of each year. - Failure to provide proof of residency will result in garnishment of Tribal distribution
funds until paid in full. - If the Participant sells the Residence, defaults on any loan secured by the Residence,
or ceases using the property as their Primary Residence during the Residency Term,
the Participant may be subject to Repayment of the assistance funds.

Home Repair Assistance Requirements and Application

The goal of the Wìli Department is for all Tribal families to have a decent, safe, and sanitary
permanent home.
Elder Home Repair Assistance Facts:
- Maximum Elder Home Repair Assistance funding amount for 2022: $10,000
- It is required that Tribal families who qualify for IHBG or Tribal Repair assistance use
that funding source first. - Funding can be used once every five years.
- Complete application must be submitted and approved prior to funding.
- Must meet all the following criteria:
- Enrolled Cow Creek Tribal member
- Must be 60 years of age and older
- Geographical location: United States
- Housing condition must pass minimum Tribal Program Housing Quality
Standards - Must provide copy of homeowner’s insurance
- Must be permanent residence for five years. Payback is prorated if sold prior
to five years. - Must have no outstanding debt to any program or department of the CCBUTI
- Modifications should strive to be constructed/installed by a licensed contractor. 2
bids are to be evaluated for due diligence.- Funding will be made by check directly to the contractor or reputable
material supplier. Contractor must sign contractor agreement and submit W9.

Elder Home Repair Assistance Program

The goal of the Wìli Department is for all Tribal families to have a decent, safe, and
sanitary permanent home. The Medical Adaptation Assistance Program is intended to
aid eligible Cow Creek Tribal Elder/disabled Tribal members with eligible accessibility
modifications to their home.
Medical Adaptation Assistance Program Facts:
- Maximum Medical Adaptation Assistance funding amount for 2022: $5000
- Funding can be used every two years.
- Must meet all the following criteria:
- Enrolled Cow Creek Tribal Member
- Must be 18 years of age or older
- Geographical location: 7 county service area (Coos County, Deschutes
County, Douglas County, Jackson County, Josephine County, Klamath
County and Lane County) - Must meet low to moderate HUD National median income limits
- Must have no outstanding debt to any program or department of CCBUTI
- Must provide copy of homeowner’s insurance
- Must be permanent residence for five years. Payback is prorated if sold
prior to five years. - Referral from medical professional, a peer support group, a non- medical
service agency, or a reliable third party who has professional knowledge
of the Tribal member’s specific medical needs.
- Modifications should strive to be constructed/installed by a licensed contractor.
2 bids are to be evaluated for due diligence.- Funding will be made by check directly to the contractor or reputable
material supplier. Contractor must sign contractor agreement and submit
W9.

eligible Cow Creek Tribal members to secure safe and affordable housing.
- Maximum Tribal Rental Assistance funding amount for 2022: $600 per month
- Maximum length of assistance: 12 Months
- Must meet all the following criteria:
- Enrolled Cow Creek Tribal Member
- Must be 18 years of age or older
- Geographical location: 7 county service area (Coos County, Deschutes
County, Douglas County, Jackson County, Josephine County, Klamath
County and Lane County) - Must meet low to moderate HUD National median income limits
- Tribal member must be listed on rental/lease agreement
- Must agree to participate in housing counseling program
- Must procure renters insurance
- Must have no outstanding debt to any program or department of CCBUTI
- Family rental payment does not exceed 30 percent ofthe family’s monthly
adjusted income.
- Tribal members are responsible for their portion of the rent and all utilities.
- Types of rent: Single dwelling, multi dwelling home, space rent(for manufactured
home owned by Tribal member), or other approved by Wìli Director. - Ineligibility
- Applicants living with their parents, aunts/uncles, grandparents, siblings,
cousins, or other family members are not eligible to receive the rental
assistance stipend. - Applicants may not own or have any interest in the unit.
- Applicants who have been previously terminated or evicted from any
housing program administered by the Wìli Department within the last 5
years, are not eligible to receive assistance. - Applicants may not receive rental assistance while receiving the benefit
of any other form of housing subsidy for the same dwelling unit.

eligible Cow Creek Tribal Members to secure safe and affordable housing while
maintaining full-time student status at an accredited college, university, or vocational
school.
- Maximum Student Rental Assistance funding amount for 2022: $600 per month
- Provide students a stipend toward their on-campus housing costs or off-campus
rent while the student is attending full time. The SRA stipend cannot be applied
to meal plan costs. - Must meet all the following criteria:
- Enrolled Cow Creek Member
- Must be 18 years of age or older
- Geographical location: United States
- Must meet low to moderate HUD National median income limits
- Tribal member must be listed on rental/lease agreement
- Must agree to participate in housing counseling program
- Must procure renters insurance
- Must have no outstanding debt to any program or department of CCBUTI
- Family rental payment does not exceed 30 percent ofthe family’s monthly
adjusted income. - Must be enrolled in an accredited college, university, or vocational school
- The student must be registered and attending classes (online and/or in a
classroom) with a full-time class load (as defined by the institution they are
attending). - The student must receive passing grades (C or better) for all classes taken
during the term(s) in which the student receives the rental stipend.
Students who do not receive a passing grade for all classes are subject to
probation and potential removal from the program.

The goal of the Wìli Department is for all Tribal families to have a decent, safe, and
sanitary home. The Wìli Department has established an Emergency Housing Assistance
Program to assist Tribal members in a time of dire, temporary hardship. The Wìli
Department will assist Tribal members that are homeless or close to homelessness due to
unforeseen emergency circumstances.
Emergency Housing Assistance Program Facts:
- Maximum Emergency Housing Assistance funding amount for 2022: $4000
- Must meet all the following criteria:
- Enrolled Cow Creek Tribal Member
- Must be 18 years of age or older
- Geographical location: 7 county service area (Coos County, Deschutes
County, Douglas County, Jackson County, Josephine County, Klamath
County and Lane County) - Must meet low to moderate HUD National median income limits
- Tribal member must be listed on rental/lease agreement
- Must have no outstanding debt to any program or department of CCBUTI
- Must provide emergency documentation (proof of job loss, foreclosure
letter, eviction notice, ect) - Emergency Situation:
- Homeless, severe medical emergency, domestic violence, financial
emergency, acts of God, other situation evaluated by Wìli Director.

- Must be an enrolled Cow Creek Tribal member or a member of another federally recognized Tribe
- Must have filled out a Wi’līⁱ program application
- Must have filled out a credit check authorization (everyone 18+)
- Must have filled out a background check authorization (everyone 18+)
- Must have filled out the voluntary payback agreement
- Must have filled out the Release of Information form
- Must have filled out the Drug Test Consent form for EVERYONE over 18
- Must have filled out the parking permit application (Must include copy of vehicle registration also)
- Must have a Copy of the Tribal ID card for the Head of Household, and a Copy of ID for every household member age 18+, and a copy of Social Security Card for every household member
- Must have the following income verification: Tax returns (or exemption form), AND pay stubs and proof of all forms of income from all household members

WHAT CONSTITUTES THE SECTION 184 LOAN GUARANTEE PROGRAM?
The Section 184 Loan Guarantee Program was created to improve the lending opportunities of Native American and Alaskan Native communities, which financial institutions have, by tradition, considered undeserving. With a Section 184 mortgage loan, there is a 100% guarantee of service, as made by the Office of Loan Guarantee (OLG), which operates out of the Department of Housing and Urban Development (HUD) and their incorporated Office of Native American Programs. This promise is a heavy influence in encouraging both national and local lenders to provide loans and other financing to Native Americans. Additionally, it helps increase the market value of their current property, housing, and other assets, as well as any investments planned in the future.
WHY SHOULD THE TRIBE ENCOURAGE ITS MEMBERS TO CONSIDER SECTION 184 LOANS?
Since its inception, the Section 184 Loan Program has incredibly increased the value of Native investments in the eyes of financial institutions. The OLG has already been instrumental in laying the groundwork so that 184-approved lenders can offer loans to Native Communities and provide a much better variety of financing options for Tribal members.
The HUD website lists many advantages to using a Section 184, such as:
- Low Down Payment: 2.25% on loans over $50,000 and only 1.25% on loans under $50,000
- Low Interest Rates: based on market rates, not on applicant’s Credit Scores
- Flexible Underwriting: Underwriters who understand the unique issues and circumstances that Native Americans face when trying to obtain a mortgage in Indian Country.
- Growing National Network of Approved Lenders: A network of approved lenders includes both large national companies and local banks to suit your needs. These lenders have also been trained on the unique circumstances of Native homeownership.
- Annual mortgage insurance premium .15 percent payable monthly: a one-time up front 1.5% guarantee fee is paid at closing and can be financed into the loan.
- Protection from predatory lending: The program reviews fees that approved lenders charge to ensure the amounts are reasonable and comply with the program standards. Section 184 loans cannot be used for Adjustable Rate Mortgages (ARMs).
- Low Risk: Despite the economic downturn, lenders have not reduced their activity in the Section 184 loan market as they have in other markets since these loans are guaranteed 100%.
- Knowledgeable Staff: Staff that understands the unique circumstances associated with lending on Native Lands and work with borrowers to avoid default and foreclosure

The Tribe does not directly offer these loans, but rather aids Tribal Members in cooperating with one of many approved lenders so that Tribal Members can either purchase or refinance a home. Click here to find the list of authorized lenders and the states in which they operate.

- Must hold legal control of the land and the home, through ownership, allotment, assignment or lease
- Applicant’s site must meet specific criteria before IHS will construct or repair the sanitation facilities
