The Food Bank program is intended to provide Cow Creek Tribal families with food on a monthly basis. Food staples are provided with a maximum use of one time per month. The amount of food received is dependent on the number of people in the household.
The Cow Creek Food Bank is located at the Cow Creek Tribal Government Offices, South Programs Building.
Applications cannot be mailed out. The Tribal member must be able to come into the office and fill out an application to pick up their food.
To be eligible for this program, the individual must be an enrolled Cow Creek Tribal member.
Hours:
Second Tuesday every month – 9:00 am – 11:00 am
Fourth Tuesday every month – 2:00 pm – 4:00 pm
The Food Bank is also usually open after each quarterly Tribal General Council Meeting, if current pandemic restrictions allow.

Indian Child Welfare Act is activated when a child who is a Tribal member, or who is eligible for Tribal membership, is taken into state custody. The Cow Creek Tribe monitors such child welfare cases to ensure the child’s and the Tribe’s best interest, as per Federal ICWA of 1978.
For eligibility you must be an enrolled Cow Creek Tribal child, or eligible to enroll as such.
Eligibility requirements: Newborn through 18 years old.

Energy assistance is provided to families residing within the seven county service area of Lane, Douglas, Deschutes, Klamath, Coos, Josephine and Jackson counties in Oregon. Eligibility is determined by income, location, type of fuel used, and enrollment in the Tribe.
This program offers two types of assistance:
- Heating Assistance pays a specified maximum allowable payment to the Tribal household’s heating bill
- Emergency Heating Assistance pays up to a maximum allowable cost in an amount that prevents shut off of heating utilities or an amount to turn utilities back on.
The application may be downloaded below, or picked up from the Tribal Government offices.
Please read the application carefully. Complete the application, enclose the necessary documents, sign, and mail it back to the Government Offices.
The following information must be included:
- Copies of Social Security Cards for all members of the household.
- Copy of utility bill.
- Copied verification of income from all who reside in the home.
- Copied verification of public assistance for all who are receiving such assistance if applicable.
- Must qualify by income guidelines.
Incomplete applications will result in denial of benefits.
LIHEAP now requires all applicants to participate in budget counseling at no cost to the Tribal Member. The goal is to prevent the Tribal Member from having any further emergency shut-offs, and to assist the Tribal Member in gaining control over their financial situation through budget planning. When Tribal Member applies for LIHEAP, an appointment to begin budget counseling will be scheduled.
In the event the Tribe has a reasonable basis (based on its own investigation or otherwise) to believe that any person has or intends to defraud the Tribe through misrepresentations relating to or misuse of the LIHEAP program, the Tribe may take any action it deems necessary, including, but not limited to, retention or withholding of any future Tribal benefits, payments or services to any person or persons involved in such misrepresentation or misuse.

This program is to ensure that every Cow Creek Tribal child has both a coat and pair of shoes that fit properly and are in good condition. The goal, as the program name suggests, is for all Cow Creek Tribal children to keep warm and dry, even in the coldest winter months. This is to promote overall wellness and eliminate possible barriers to positive school behavior and performance.
Parents/grandparents/legal guardians of Cow Creek Tribal children (0-17 years of age) are eligible to receive reimbursement for one pair of shoes and one coat. There is no income limit to receive reimbursement.
There is a limit of $40 per item – up to $80 reimbursement per child per year. The program year runs from January 1st to December 31st. This is a program that you will only be reimbursed one time per year.
Program Eligibility
Eligibility is determined by the child, not their legal parent or guardian. Any Cow Creek Tribal child within the age range is eligible as long as he/she hasn’t already received reimbursement for the item in the current program year. For children who turn 18 during the program year, the proof of purchase must be dated before the child’s 18th birthday.

This program ensures that Tribal children have a safe and size-appropriate car seat throughout their early development. Furthermore, the program provides Tribal youth with bicycle or skating helmets to protect against serious brain injuries if the child falls during their activity.
Eligibility is determined by the child, not the parent or legal guardian. Parents, grandparents, and legal guardians of Tribal children who are required to use a car seat or booster may request reimbursement up to $100.00 per car seat, up to $280.00 for the child’s lifetime. Tribal youth up to 17 years of age are eligible for a helmet reimbursement up at $30.00 at a maximum of once per year.

The Social Services Department helps Tribal members meet their social, educational and family stability by providing direct services and referrals as necessary.
The Social Services Department was established in the early 1980’s to help assist Tribal members and Tribal families to meet self-sufficiency through the Tribe’s established programs.
